Meet Dr. Joy

Dr. Joy Emmanuel, D.O. is a long-time resident of Chula Vista District 1, where she has lived for nearly 30 years. As an osteopathic family medicine physician, mother, homeowner, and community advocate, she understands the needs and unique strengths of the district she hopes to represent.

Over the past several decades, Dr. Emmanuel has:

• Owned her home in Eastlake for __ years
   
• Raised her four sons here, all of whom attended local schools
   
• Served as Vice President of the Arroyo Vista Elementary PTA
   
• Operated her medical practice in District 1 for __ years
   

She is not just invested—she is deeply rooted in the community. Unlike typical political candidates who move into the district to run, Dr. Emmanuel is a true resident of District 1, with firsthand experience navigating neighborhood issues and working directly with local families.

As a physician, she brings more than 20 years of hands-on experience in patient-centered care and problem solving. Her work focuses on listening, diagnosing, and taking action—qualities she believes are essential for effective leadership in city government.

As City Councilmember, Dr. Emmanuel will focus on:

• Improving community safety, including crime prevention and safer public spaces
   
• Addressing infrastructure concerns, such as water pressure, burst pipes, and long-delayed improvements
   
• Reducing bureaucratic red tape for families and small businesses
   
• Enhancing access to health, youth, and senior resources across the district
