Meet Dr. Joy

Dr. Joy Emmanuel came to the United States from India at age six. Like many first-generation immigrants, she faced challenges learning English and adapting to a new life, but she grew up with a passion for education and a determination to help others.

After completing medical school and training, Dr. Joy and her family moved to Chula Vista in the early 1990s. As a primary care physician, she has cared for thousands of families across the South Bay for more than 20 years, including many Spanish-speaking patients. She built her own practice from the ground up, balancing the demands of raising three sons with serving her community through compassionate medical care.

Dr. Joy knows the struggles families face, whether it’s housing insecurity, navigating healthcare, or trying to create opportunities for their children. She also knows the strength of Chula Vista’s diverse community and believes in a future where City Hall listens, responds, and delivers for every neighborhood.

Now, she’s ready to bring her experience as a doctor, mom, and longtime Chula Vista resident to City Council District 1. Dr. Joy Emmanuel is running to make our city safer, healthier, and more vibrant for all families.
